In observance of Labor Day, the Texas Higher Education Coordinating Board will be closed on Sept. 7, 2026. You may still access your account online or submit a payment using any of the electronic methods outlined in Payment Options. During this closure, please send inquiries through Contact Us (select “Student Loan Question” for the subject under Contact Reason) and someone will respond when the agency reopens.   


A new online borrower portal will launch in October 2026, making it easier to manage your loan account.   

We’ll provide step-by-step instructions before the transition. Until then, please continue using the current portal as usual. 

Loan and Scholarship Programs

FORWARD

The Future Occupations & Reskilling Workforce Advancement to Reach Demand (FORWARD) Loan Program is designed for students who are at least halfway to completing specific degree or certification programs (see page for full listing). The program must be completed within two years.

CAL

The College Access Loan (CAL) Program provides alternative education loans to Texas students who are unable to meet their cost of attendance. The cost of attendance is an estimate of expenses incurred by a typical financial aid recipient attending an institution.

Texas Armed Services Scholarship

The Texas Armed Services Scholarship encourages students to complete a baccalaureate degree and become members of the Texas Army National Guard, Texas Air National Guard, Texas State Guard, U.S. Coast Guard, or U.S. Merchant Marine, or to become commissioned officers in any branch of the armed services of the U.S.
